Too few clicks for adsense?

Whilst looking over the Adsense Ts and Cs the other day looking for some info I came across this point:

Google reserves the right to terminate without notice any account that has not generated a sufficient number of valid clicks on Ads or Referral Buttons or valid impressions of Ads (in each case as measured by Google) for a period of two (2) months or more

I may be slow on the uptake here. I'll admit I don't have the patience to sit and read long winded things like Ts and Cs so it may have been around a while. Still it's an important point to notice. Most people in the AIS field have an adsense account but those just starting out or, like me, are down to just the occassional click here and there, then this may be a point to note. Question is, if your account is terminated for being too quiet, then you set up a new site, get plenty of traffic and fancy putting up some PPC ads on it, can you reapply? Your account wasn't terminated due to invalid clicks or violation of the rules, just because it wasn't busy.

Of course this isn't a concern until it happens, but I still thought I'd mention it.

Google love accounts like that - they get money for the clicks, but never have to pay out a penny as long as the user stays under $100 ;-)

Oh it's definitely a prime method for making money/interest, and I realise as with all things Google, they reserve the right. i.e. they may not do it but if they do you can't complain!
